Is the parking lot here open 24 hours? I read on another question that it was, but when I was last there there was a sign that stated that the parking lot was closed from 10 P.M. to 4 A.M. and that vehicles parked at that time would be towed.

I go there all the time and i never leave until after 2 r 3ish and I've never had a problem with the police r a ticket

From my knowledge and what the sign states. No there is no over night parking.

They usually don't do anything if your parked there between 2am and 4am but they can give you a ticket.

I go to Ski Beach all the time and they allow parking all night in the back parking lots. The sign says no parking form 2am till 4am, but due to the homeless situation, it is now allowed, but not publicized. Crown Point doesn't allow parking from 10pm till 4am. At Ski Beach a lot of people parking there all night now.
