If you call crime check they will connect you with SCRAPS and follow up with a visit depending on the information you report.
I encourage you to file a report with SCRAPS or the police department.
The Humane Society does not have the authority to investigate abuse, only Scraps, as the contracted animal welfare entity for Spokane County, and in conjunction with the SPD and SCSO, can do that. You will need to contact Scraps AC Officers to file a report and begin an investigation.
