You need a drivers license for any scooter or moped in WA doesn't matter what engine size. Anything above 50cc you're supposed to get a motorcycle endorsement as well.
Anything over 49cc requires a motorcycle endorsement. Under the 49cc mark you will still need an ID but I don't think it has to be a drivers liscence.
