Are visitors allowed at night for stargazing? If not then are there exceptions? Like if one wanted to do something special for their significant other who would one talk to?

It is day use only. I don't believe that there is any actual patrols ensuring you obey that. Although passing police or local residents might ask. For stargazing you would be better off going to a dark sky area using a dark sky map.
