How can people let their dogs bark 24-7 and not care if it disturbs the neighbors, what can be done to stop this person from leaving the dogs out or in and all they do is bark, any suggestions as who to call, I have already spoken to the owner

They can give a warning

Not much you can do the law will not help and it's a crime that is difficult to prove unless an animal welfare agent is there but they are much too busy and not enough of them to do anything about it, that is why many people take care of it themselves the owner SHOULD be punished severely but chances are you will probably learn to live with the noise since there is not much you can do to stop it
