Doris is correct. I've gotten two cats there for $5 each and 2 dogs during their adoption specials for $25 each. Take a deep breath there.
Spaying and neutering, while very essential, is the OWNER’S responsibility. It’s also got nothing to do with the shelter... They can’t make the government take care of your pets for you. Regardless, if someone decides that they’re ready to own an animal, they should also be able to provide for that animal — including the cost of neutering and veterinary care. There are many low-cost spay/neuter clinics these days, so it’s easy to fix your pet for under a hundred dollars.
Government funding is limited..most shelters are self supporting..best thing to do is go into the shelter when they have specials..I know for kittens on Fridays it's cheap

The humane society and animal services provide all the care until your pet is adopted. I have have found strays and to get them help at normal vet they charge $600-$800 for just treatment no diagnostics either. So I will now always bring them to one of these facilities instead to get the best treatment and they only ask a mininal adoption fee. Its amazing what they do.
