Is it lawful to have dogs tethered all day and or in a cage? I have neighbors and their dogs are constantly barking because they are either caged up or tied to a pole

Yeah it’s rediculous. They have a huge dog and often times have it in a cage for a medium sized animal

I believe as long as they have shelter, water, and are fed they can be outside on either a cage or tethered.
