Who do u call about ur neighbors NOT watching their dog, while it run freely throughout ur neighborhood?? And can't put urs out due to that fact?

Thank you kindly! I appreciate the fast reply 😁 but nobody done nothing about the strays.. They all wanted me to hold on to the dogs till someone could get here & they said it could be awhile (days/wks/ or even a month.. I have dogs of my own.. So it wasn't possible for me to hold onto strays as well.. It was pretty much a joke & waist of time
