Gin, I am so sorry. I don't know if you can call the police because he has actually bit someone. I would try. Has anyone confronted the owner? Find out what you can do if the dog approaches you again. I am sorry, I love animals but if one was to bite my child game over. Sad for the poor dog, but if the owner is aware their dog is biting but has done nothing it is their fault. They must not care for the dog much. Because someone may hurt the dog or kill it to keep it from biting. I don't really know, but I would call the law and maybe file a police report. This is more than a case of a stray dog. Maybe they can lead you in the right direction or communicate with the pound to get things going NOW. And if nothing is done by morning keep calling the pound.
