There is a dog that starts barking at 6:30 in the morning and intermittently throughout the day until 9:00 at night EVERY DAY. The owner just laughs and says "dogs bark"... Help! What are my options it is spoiling my quiet enjoyment.

Looks like you're a cat lady LOL... Unless he's abusing and neglecting his dog there's really nothing you can do about it. The dog is gonna bark if it's bored, doesn't get walked a lot and is energetic. If you call the police then you're gonna be labeled by your neighbors as a b*tch for calling the cops on a barking dog and you're gonna be hated. The only thing I can suggest to do is to buy a dog whistle and everytime that dog barks give the whistle a good blow and see what that does LOL.

I'm not the only resident the barking bothers. I have friend 2 buildings over that hears this dog.
