Thank you for your responses. These dogs want in and the neighbor won't let them in, in fact ignores them completely. This is happening over and over again. I'm tired of it!
They don't do much about barking dogs. I bought a sonic anti bark device on Amazon for my neighbors 3 little barking dogs. They don't bark as much now. The device looks like a birdhouse for around $30 if I remember correctly. Good luck
They will not remove any dog for being loud.. only maybe fine the owner. Call the local animal shelter line
