Is baskett slough effected by the partial government shutdown?

It is a park with trails and there are no kiosks or anything being actively managed by any employees. It is definitely open. Having said that, I did see 1 Reserve shut the trails down during the government shutdown which was embarrassingly stupid. It's a trail for God's sake.
