I have an appointment at Portland's federal building. I changed my address, so my state ID Has a decal pasted on it with my new address. Is this an acceptable form of ID to gain admittance to the building?

Always come prepared with a passport or some form secondary ID.

Yes, not sure if that will suffice for any official business you have with the IRS, but will be fine to enter the building. In fact, I don't recall having to provide any ID to security to enter the building.
