Yes. For now I would not even bother. The IRS might as well be shut down. They expect you to do everything online and do their job for them all while these people are still getting paid. If what you need doesn't fit in one of their predetermined little responses then plan on hours and hours on hold, if you can even get past the initial receptionist.
