If someone injured your dog by kicking the dog in the head and body, what can the SPCA do to the attacker?

In Pinellas County, neither the SPCA nor the Humane Society has legal jurisdiction. We would immediately report something like this to Pinellas County Animal Services. SPCA won't do a thing! Yes animal control. Police won't come. Just had a pit bull kill my dog.
