Who do i call if an animal has been left in a house?, I tried the local sheriff but got no answer, my next door neighbor moved out last week has been back twice during this week, i just heard the dog barking in there.

I have a Ferrell Cat in the neighborhood that is in need of help. She had kittens under my manufactured home about a month ago and was under the impression that they were the neighbors cat because the girls kept coming over saying they were theirs. I went to feed them in my backyard this morning so they dont stave and found the mother has either been hit by a car or attacked by an amimal and has no use of her back legs. She does not look like she is in pain but my car is broke down and have no way to take care of her financially and her two kittens are by her side. I went to the ladys house this morning whom the girls told me they lived and she said the cat is an outside cat and also not hers. I need to know who to call to get this cat help?
