Get there early
There is more than just the falls, such as some excellent hiking with beautiful views. As for parking there isn't a single perfect time to be there, other than around sunrise (6am) after that it is a pretty steady stream of people.
We went late in the evening, it was fine. U can expect some level of traffic moving in and out as there is not much other than falls here.
