My neighbor is evil and cruel she has a cat trap change to the tree outback in the 90° heat no one is at home watching. Is this even legal I heard she’s got three reports against animal services with animal cruelty

Cat traps are legal. But if you have concerns, especially with the heat, I'd try to get photos and call the police.

It is illegal in the state of Florida to have any domestic animal outside for a length of time.
