Yes, the access road is paved and many of the trails are hard packed enough. Some trails won't allow for a buggy but getting to the dam is no problem.

The main trails area near the ecology center would be ok since there's a road you can use. The other areas, Cowles Mt. Etc, would not be...too steep and rocky.
