Is say Hell No! What kind of stupid question is that? A smoke bomb is what started the Gorge Fire in Oregon that got so big it actually sent embers across the vast Columbia River into Washington starting a blaze there. It burned for over a week across 20 miles.
As dry as the countryside is I would not recommend it.
I suspect the answer is no. Go into the Education Center and ask them to radio the Park Ranger and explain what you are wanting to do. Maybe, if you do it with them aiding you, you MIGHT be able to.
If causes any spark No but always ask park officials.
I don't think you'll have a problem but this is kind of a unique question. I would consult city ordnance or the sheriff's station. If you cant find any officials then I would consult the law. If theres nothing in the law or on signs then technicallyyyyy..... 😬
