U.S. and Canadian citizen infants are not required to have a passport for travel by land or sea - although they are required to present a copy of a birth certificate and, if not traveling with both parents, the Department of State suggest a consent letter accompany the other parent(s)
U.S. and Canadian children are not required a passport for land entries, a birth certificate will work. Passports, Nexus cards, enhanced IDs are preferred, (faster and don't require typing). A letter of consent from the non present parent is suggested. The letter does not need to be notarized but is helpful. Another less expensive option is to write the letter on a copy of the parents passport. The officer can then compare the signature on the copy of the passport to the original signature on the letter. Include phone numbers email addresses giving the officer ways to contact the parent not present. The officer may also want to ask the child questions.
