Sometimes, usually just play around in water it's shallow. I warn you though, don't walk in it, don't drink it don't dunk your head. People urinate in it often, syringes and such from junkies. It's neat to look at but that's about it. People do play in it but I don't think they realize in summer there's a reason you can smell the chlorine or disinfectant 5 blocks away.
There are signs specificly warning that you should not swim drink or wade in the water.

Keller Fountain Park, also known as, four courts, is one of the best summer parks in Portland. The average depth of the fountain is 2 1/2 ft.
People soak here. No real swimming.
Its best to just take a large bottle of dish soap and pour it all in, the fountain will make soup suds 3 to 4 feet deep for a few blocks. So make sure its environment safe soap.
It is more of a decorative fountain rather than a swimming pool or wading pool.
