I don't think they can discriminate the sale of guns too. As long as you have a CHL or equivalent and a photo ID and are over 18 and no criminal record marks for not having access. you can buy a hand gun. Not all county's allow hand guns to be sold ex. I live in Multnomah County and buy my fire arm stuff in Clackamas County.
