What does he plan to do with the chipps? You certainly don't want to use this for gardens as the nail bits will rust. Even though chippers are very powerful, this could damage the equipment. Then he will be liable for the damage. And the scary part is when the nail pieces come out the other end at a high rate of speed like a bullet. Could be deadly. This is totally not a good idea.

You would probably have to hand pull all the Nails first before you chipped them.
