Are there carts to put luggage on at the car rental center. I will have 4 bags and need a cart. And are they near where the shuttle lets you off?

Yes. They do.

I don't remember any carts at the rental center and the have a shuttle right there that will take you to the airport. Be prepared to go up or down a couple of levels.
