I believe ALL the car rentals at SeaTac, are off the terminal location. So the shuttle ride is necessary.
Car rental facility is nearby the terminals. Buses comes every 5 mins or so and they dont wait long or they leave even when the bus is not full. You'll get there pretty quickly. Some rental companies have kiosks that processes reservations and will only take you few minutes (granted there are no long lines to get to the kiosks). Then off you go to get your rental.
No way to pick up terminal
The bus runs every 5 to 10 minutes to take you to the rental places. Every rental car company is in one building. The 5 is right next to the rental car building.

All car rentals require a shuttle that take apx 5-7 minutes. We had a 15 minute wait for it at 11 pm.
I had a very good experience with the shuttles and SeaTac rental facility. I've used it several times, and the shuttles do run frequently to and from the airport to the rental facility. All of the major car rental companies are at the off site facility. As was suggested above, you can take a cab or an Uber to the facility.
As others have said all of the rental car facilities are colocated and require taking the shuttle. You could Uber to the facility if you didn't want to wait for a shuttle though the shuttles came frequently enough that I suspect they'd be at Uber. You could use a rental app like Turo where you can rent privately owned cars and have the owner meet you at the terminal.
