Yes - bikes for rent in the park during the summer.
I think bikes and beyond in Astoria is the closest place. They are on 11th I think. Very friendly helpful people from my experience.
I don't recall seeing any, but I think the KOA Campground across the street from the entrance might rent. Not too sure on the specifics of that.
