Call them, CAT, and call Animal Control, wash county, or whatever county you are in. Be a pain in the arse till someone pays attention to you, and comes to help this cat. Starvation is an awful way to die for an animal.

These questions do not go directly to CAT, they go to Google reviewers that may have some insight. You would certainly be doing this cat a huge favor by calling CAT or stopping by and talking to them. It is the neighbor's cat, so you can't just take it, but CAT would be able to take care of guidance in this situation and in helping this poor kitty. Thanks so much for your help!!! You are the voice for this kitty. I hope you will tell them what's going on so they can help save this cat from this situation.

You might want to check with them

Do your neighbors need to ask you to step inside their home every time they want to feed the cat? Cats usually are always hungry. You stop feeding other people’s cats. Do I need to feed your children chocolates and candies on street if I see them around? Cats are people’s children! Hands off MF!
