They have adoption days twice a month usually on the weekends sponsored by shelters and non profit organizations. Petsmart does not actually adopt out the dogs themselves, but you fill out all of the paperwork through them.
No they do not sell dogs. They sometimes have other animal adoption agencies come and set up for the public to adopt a dog every now and then. But they do have cats for adoption all the time.
