There is a homeless man who is wandering around lloyd district, he seems to have pretty advanced dementia or Alzheimer's. He can't communicate very well because of his condition and his lack of teeth, how can he get help?

I would call non emergency for the county (Multnomah?) you're in, someone may be looking for him and he needs help.
