Not anymore. I work at that location and the new manager does not allow it. There are signs posted.
I'm not sure about the overnight parking, but they have cleaned up the atmosphere and I have seen police cruseing the parking lot. I'm not afraid to get out of my car, but I will be looking for a sustained effort to keep the bad folks out! They need to install stronger lighting in the parking lot, which will make a big difference and contribute to a more positive atmosphere.
No, to many drug dealers and tweekers wrecked it for the good guys.
They used to, especially for people that were traveling in RV's. Don't know their current policy. I would try calling Wal-Mart's customer service department and just ask.
