Yes you can get a voucher for your id all you pay is 5$. You can call ahead and have it there for you to pick up if you need it tomorrow. Or they can mail it to you. And it will arrive in about two days.
I'm not sure about that. You can definitely head into the office or give them a call to see. They are fully open now
