Do you still pick up domestic animals that are running wild without a tag or do they have to be brought in these days?

Technically youd call animal control or 911 with a non emergency but if the animal responds to and approaches you, you can still bring them in. Remember personal safety though. Even a seemingly friendly animal may be disoriented or confused, and can bite without warning.

Still get picked up. You called 911 non-emergency line let them know that it's a loose pet animal emergency and they will patch you to the on-call Animal control officer

I'm not very sure about the answer, but I do know of many people bringing them in.
