How do I report a screaming hollering yelling swearing. Tantrums. Being done by a 16 year old. Constantly call 911. She needs help. Mentally. Nobody is doing her physical harm. But nobody is finding solutions to help. This neighbor lives above me.

Get the landlord involved and let them have a discussion with the family about the child. hopefully the landlord doesn't have to follow the eviction process for the disturbance of other neighbors. You also might want to file a police report about their disturbance as well.

I agree with the landlord as a first step. Next see if u can find out what school the child attends and report the behavior to her school counselor. They will contact the proper services.

I would contact the landlord find out who this person is family try that first if that didn't work then I would call call Social Service
