You can only make an appointment if you're traveling out of the country, and you can't just go there. It's best just to call and talk to them. I was able to get through, no problem. Don't call the 800 Number, call the local 206 Number.
They will give you an appointment for emergency situations requiring international travel but require documentation to support the emergency.
Just walk in. Be friendly. Get passport.
I had to keep calling every couple of hours until I finally got one(took several days of trying). If you cant get one and are travelling internationally within 3 days you can just walk in without an appointment even though they tell you you cant get in without one on the website. Good luck!
