My downstairs neighbor and a friend I assume pretend not to be home all day and night, they are constantly harassing me by making noises whichever room in the apartment I choose to be in. They want me to move. What can I do?

1) a friend wouldn't do that. 2) are they really harassing you or is that your perception? 3) if you live in an apartment I would take the matter up with the landlord. Disclaimer: I am not an attorney, but I am a former property manager, and realtor.
