It's open year round, except during winter weather events. The gov't shutdown may have an effect on access to some areas, even Skyline Drive. As far as I know, the Drive is still accessible.
Park is open year-round, weather permitting, but the campground is closed for the season November to March.
All of the campgrounds are currently closed due to the shutdown, but skyline drive is still open north of route 33
Parts of the park is open all year. I think big meadows is one of the camp sites that is all year round.
