I have a sixteen gallon tank. I let it cycle for 2 days with a Tetra tech 20-40 filter, 160 gallons per hour. I introduced two Buenos Aires Tetra's. Was it to soon to add fish?

Unless you added some bacteria to "instant" cycle the filter media you will definitely end up with an ammonia spike that will likely kill the fish.
