Pierce County Humane Society is a no-kill shelter.
Animals are euthanized only if they are very, very sick and there's nothing they can do about it which is a pretty low rate. If animals have behavioral issues or old they don't put them down. Neither overpopulation which has decreased due to being spayed/neutered.
I would just go in and talk to them they are very helpful and knowledge...
We got a dog there about 2 weeks ago and they said that they were importing dogs from elsewhere because they cannot satisfy demand with local supply. With regards to policy for putting animals down I am unsure. I know some animals have been on site for 90 plus days at times. Those typically have temperament issues requiring additional work by adopters. Or restrictions like no kids etc. They don't seem to give up on dogs easy.
You could call them directly and talk to administration.
The statistics are the same as any rescue facility. Your new pet should have a well pet visit with your vet. Also be spayed or neutered and all vaccines be brought up to date.
