It is very safe and they do have a cafeteria inside on the ground level
The VA is in as safe a city as can be. The mentally I'll roaming our city at will doesn't help to promote safety. And crime seems to be on the march with no end in sight. The VA Hospital needs more funding and more doctors. If we all work together for a better Seattle our hearts and friends will thank us and we will be safer in the end.
The SEATTLE VA is in a primarily residential area.. Not the "best" of Seattle, but certainly not the worst either (for safety). There are 24 hour dining and vending options at the VA facility though, and their prices and food rival any local diner. For a REAL restaurant or Seattle experience, downtown is only 5-10 minutes away. (Otherwise your choices are extremely limited to a couple of small local fare holes in the wall). The Tacoma - American Lake VA - Campus is also in a relatively safe/ clean area of Tacoma but it is also very residential and true dining options are further away towards Tacoma proper. I personally wouldn't advise anyone to be out late walking around either campus, take an Uber or Lyft (or taxi) to a good place to grub. As indicated above, BOTH campuses are in more run down residential areas that aren't well lit and/or populated after dark. *Yelp usually points you in the right direction with a variety of unique ethnic experiences as well as your bigger chains.
The Seattle VA location is also safe and has a cafeteria inside near the main entrance across from the parking garage.
Yes the American lake VA is in a safe neighborhood there is a restaurant about a quarter-mile outside of the main gate other than that the restaurants are a couple of miles away
