I would recommend Dooney Poe (sp?) Clinic. It's twice a month, but free services for those with very low income.

They do offer a mobile spay and neuter program. This is at a discount for those who qualify. Check the website foe more details. Also check the web for Good Neighbor Vet. They do offer vaccinations and mircochipping at much lower prices than a vet would charge.
