I agree with Tiv, they are particular about allowing anyone to just go back there just to play with the dogs (and cats for that matter). In fact the first time you get to go back there is after the agency clears your history of prior handling of the animals and the type of home you could offer the animal, safe, not on main street, ample yard for the dog to run around, how much time you're going to give the animal, etc...
I don't think they'd really allow it espically since they're still enforcing their safety rules. But if you schedule and appointment to view the dogs for adoption and say you're looking then you should be okay
