The best time is the sunset time
I think anytime is good. I mean, it's a beautiful view whether it's sunny or cloudy. Almost better in rain...classic Seattle! Can't go wrong.
It all depends on how long you want to wait and if you can find a place to park.We went at noon time on a Friday march 9th.It was an awesome day and I enjoyed the ride.Not cheap for three times around.18 dollars per person.

Any time is a good time,the views are always dynamic depending on the day and time.. to be safe try at least two rides on two different times..Let subset be part of that time.
