You must fill out an application to receive permission to use the handicap access. The form is available online at the Snohomish County Parks and Facilities site.
There is a disabled entrance, but you need the code to unlock the gate.
You might be able to talk to the park ranger that lives there about driving down to that area.
I don't think its handicap friendly. Its a very long walk to the beach and there are steps along the way.
