Look in under help when you click on the disputed fare. They will take care of it for you online. A possibility is the driver started the ride and it didn't "take". The uber tech should be able to see and resolve the issue for you.

Why were you charged twice? Didn't get to your ride on time? How are you approach the matter depends on why you were charged twice. Usually someone will only be charged twice for a pickup fee or a cancellation. If you're not on time to your pick up, you can be canceled and charged for that. Then when you get your actual ride and make it to the car on time, you will be charged for that as well. So that's getting charged twice but not really for the same thing. In any case, you should be able to email Uber and ask them about it.
