It's a public place, and there are usually other people around, but if you're wondering if there are always other people within sight the answer is no. You can go several minutes without seeing anyone. Then again, it depends on where you go. The play field and the fish ladder are both near entrances and have homes nearby.
No, not really. I wouldn't suggest meeting here for something like that. It has times when it's busy, but for the most part it's just a few people here and there minding their business walking the trail. Definitely suggest meeting somewhere more public like the Mill Creek town center. Hope all goes well.
