Yes. I've used mine there, but as others have said, the walkway is narrow so don't plan any elaborate set up. If you have a monopod, that would work ideally, as you can also incorporate the railing into steadying your camera as well.

You can bring a tripod but you cannot obstruct the walkways. They may ask you to put it away if it is particularly busy. But for a few quick shots it should be fine.

I think it would be ok. The walkway around the outside is no very wide.
