There's an attendant who cleans the windows very regularly. Most photographers shouldn't have a problem - entry isn't timed. You could easily spend over an hour there taking in the views.
No balcony that's publicly accessible in the whole building unless you go to some of the law firms. Use a circular polarizer and you should be good for photography.
Ues , as everybody answered, there is no balcony but its 365 degree view of city. So you have Better possiblity to take pic or video.
No balcony but windows big enough to take a good pictures, I did 😊
