Yes you need a membership. Membership is different for everyone. They used to have scholarships for different circumstances (pre-covid).I don't know if they still do. Kelly rec used to charge $2.00 per person each visit, again pre-covid.
I beleive you have to have a membership but kelly rec center has a public pool
