Since the Fort is on the other side of the water from the park entrance, you can only see it from a distance without the trip across on a ferry.
You can see it from this side but not very well. The ferry is out of commission for a while and will not be available for the forseeable future. I was just there in late December of this year.

The have rangers at the dock. I'm not sure they would let you dock let alone come ashore

I was there in first werks of December,and you can see the Fort in the distance,but not well...You will have to take the ferry there and unfortunately it was damaged during the hurricane, and not running.
